During two years of implementation of the project “Assistance in Development of a Housing Cooperative” of the Ihor Palytsia’s Foundation “Tilky Razom” in Lutsk, one third of all existing housing cooperatives have been formed. The residents of multistoried buildings could get all necessary information, consultations and help at the Quarter Development Offices (QDO) of their microdistrict. And a short time after they were formed, citizens of Lutsk have felt the benefits of such cooperation: heat meter installation, energy-saving lamps, clean communal entrance hallways and tidy yards. And the most important is the funds management, smart and common housing management, an opportunity to deal with major problems independently, and pay less for community facilities.
In projects of housing cooperatives supported by the Ihor Palytsia’s Foundation “Tilky Razom”, the vast majority of the money was allotted for the improvement of systems inside the buildings, which is more than 253 000 Ukrainian hryvnias. Around 200 000 Ukrainian hryvnias for the renovation of building surrounding grounds. A big sum were to repair roofs, installing energy-saving constructions, windows, doors, as well as individual heat meters (IHM), etc. Generally, starting from July 2015 through July 2017 the Ihor Palytsia’s Foundation “Tilky Razom” allotted almost 1 million 123 thousand Ukrainian hryvnias to support housing cooperatives in Lutsk.
As the head of the project “Assistance in Development of a Housing Cooperative” Olena Oliferovych noted, having formed cooperatives, people often do not know where to start, what documents are required, where to apply for the registration, regarding personnel matters. That is why on the basis of the Quarter Development Offices last year was started an integrated program of “The School of the Housing Cooperative Leader”, which gives answers to the most of topical questions.
